Just thought I'd add my views on this. Obviously there have been many railway simlulators (some in VR). There have been many more games (I came up though Sid Meier's series). The number of model railway simulators, including layout software that will allow you to landscape your layout, is rather slim in comparison. I imagine that you may have already come across or used the two Hornby offerings but to date my favorites have been Rule-the-Rails and the spin-off Iron Horses. I find these to be sufficiently easy to use to rapidly prototype something though pointwork and curves may not be of the radius I want. The gripe that I have with them is that there was no offical method of importing a library of sectional track, if they had this feature then they would be perfectly competent layout design (and test play) tools. There was/is a user group that provided extra train and structure models that could be imported. Late last year I was mailshot by the current copyright holders saying that they had a new development team and were hoping for crowdfunding but it has gone bit quiet since then. If there is a new version I'd certainly consider getting it.
